Health Systems Integration Advisor

IBTCI specializes in monitoring, evaluation, research, and learning (MERL) and institutional support across many areas and sectors including, but not limited to, conflict and crisis, democracy and governance, agriculture, economic growth, food security, education, environment, and global health.

Job Title: Health Systems Integration Advisor

Department/Location: Monitoring, Evaluation and Learning Practice, Fiji and Remote

Reports To: Team Leader / Home Office Senior Management

Type: Consultancy Consultant: (This is a one-year contract with level of effort estimated at 6 weeks short term consultancy)

Overview: The Health Systems Integration Advisor will provide targeted technical guidance to ensure that Objective 3 activities align with international best practices for health systems integration, interoperability, and sustainable digital health architecture. The Advisor will support the project team in refining system design approaches and ensuring that implementation advances the RFP’s results related to functional early warning, detection, reporting, and coordinated outbreak response systems.

This position is contingent upon the award.

Essential Duties/Tasks and Responsibilities:

  • Review the project’s Objective 3 technical approach and implementation roadmap.
  • Provide recommendations on best practices for integrating laboratory, surveillance, and health information systems.
  • Advise on system design approaches that support sustainable interoperability and national ownership.
  • Assess proposed interoperability architecture including data exchange standards, integration engine configuration, and system workflows with team members and counterparts.
  • Recommend improvements to strengthen scalability, resilience, and cross-system integration.
  • Provide recommendations on how digital systems strengthening can support early detection, reporting, and coordinated response outcomes.
  • Advise on integration of laboratory, surveillance, and emergency response data flows.
  • Facilitate technical working sessions with project staff and national counterparts.
  • Provide written guidance and recommendations to inform implementation.

Deliverables

  • Technical advisory report outlining recommendations for digital health system integration.
  • Input to interoperability architecture and implementation roadmap.
  • Technical briefing sessions with project team and national stakeholders.

Minimum Requirements:

  • 12+ years experience in health information systems and interoperability.
  • Demonstrated expertise in integrating laboratory and surveillance systems.
  • Experience advising national digital health programs or global health security initiatives.
  • Fluency in English required.

Education: Advanced degree in Health Informatics, Public Health, Information Systems, or related field.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility: This position does not have supervisory responsibilities of a team of individuals and subcontractors.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: International travel may be required.
