Job Title: National Health IT Systems Specialist / Objective 3 Lead

Department/Location: Monitoring, Evaluation and Learning Practice, Fiji

Reports To: Team Leader / Home Office Senior Management / works closely with MHMS Digital Health Division, SPC technical leadership, and IBTCI technical advisors.

Type: Consultancy Consultant (This is a one-year contract with level of effort estimated at 9 months)

Overview: The National Health IT Systems Specialist will lead implementation of Objective 3 activities to strengthen laboratory digitization, interoperability, and data use for decision-making. The Specialist will coordinate closely with MHMS Digital Health Division and national stakeholders to support CDC laboratory digitization through expansion of the StarLIMS platform and ensure integration with national surveillance and health information systems.

This position is contingent upon award.

Essential Duties/Tasks and Responsibilities:

• Lead implementation of Objective 3 activities in coordination with MHMS Digital Health Division and project leadership.
• Serve as the primary technical liaison between the project team, MHMS Digital Health Division, and the StarLIMS vendor.
• Coordinate the StarLIMS CDC implementation scoping phase and support definition of system requirements and configuration priorities.

• Support integration of StarLIMS with existing national systems including PATIS Plus, NNDSS, and other platforms using HL7/FHIR standards and the BridgeLink integration engine.
• Document data flows and interoperability architecture across laboratory, surveillance, and digital health systems.
• Support development of system integration protocols and technical documentation.

• Work within national digital health governance structures, including the Digital Health Technical Advisory Group and Steering Committee.
• Coordinate with relevant ministries and agencies to support data sharing and interoperability initiatives.
• Participate in donor coordination discussions related to digital health strengthening.

• Support implementation of a train-the-trainer approach to build national capacity in LIS use and digital data management.
• Provide technical guidance to MHMS staff and facility-level “digital champions.”
• Support development of training materials and operational guidance.

• Track progress of Objective 3 activities against the approved work plan and Results Framework.
• Provide technical updates and contribute to quarterly reporting.

Deliverables

• CDC LIS implementation support plan following vendor scoping.
• Interoperability architecture documentation and data flow mapping.
• Technical input to digital governance reviews and system approvals.
• Training materials and capacity development sessions.
• Technical progress reports and inputs to MEL tracking.

Minimum Requirements:

• 7+ years experience in health information systems or digital health programs.
• Experience working with laboratory information systems (preferably StarLIMS).
• Experience supporting HL7/FHIR integration or similar interoperability frameworks.
• Experience working with government health systems in Fiji or the Pacific region preferred.
• Fluency in English required.

Education: Degree in Health Informatics, Information Systems, Computer Science, or related field.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Supervisory Responsibility: This position does not have supervisory responsibilities of a team of individuals and subcontractors.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: International travel may be required.
