IBTCI specializes in monitoring, evaluation, research, and learning (MERL) and institutional support across many areas and sectors including, but not limited to, conflict and crisis, democracy and governance, agriculture, economic growth, food security, education, environment, and global health.

Position Title: Senior Technical Director

Department: Monitoring, Evaluation, Research and Learning

Location: Kyiv, Ukraine, with regional oversight

Report To: IBTCI Project Director/Task Order Manager

Type: Long-term (Full-time)

Classification: Exempt

Citizenship Required: U.S. Citizen

Clearance Required: Must obtain Secret Clearance.

Overview: IBTCI is seeking a Senior Technical Director to provide overall technical leadership, quality assurance, and methodological oversight for an upcoming large-scale MEL support contract for the U.S. Department of State (EUR/ACE). The role ensures that all MEL systems, evaluations, and analytics meet DoS standards and support strategic decision-making. The Senior Technical Director will serve as the primary technical authority for the task order, ensuring that MEL systems generate outcome-based, policy-relevant evidence that demonstrates accountability, return on investment, and alignment with U.S. national security and foreign policy priorities.

General Duties and Responsibilities:

The Senior Technical Director will:

  • Provide technical oversight of all MEL activities (project-level and meta-level).
  • Lead the design and operationalization of the integrated meta-level MEL system, including portfolio, sectoral, and thematic analyses that synthesize findings across countries and programs.
  • Support strategic planning, project design, and learning agendas.
  • Oversee development of MEL frameworks aligned with EUR/ACE Performance Agenda, including outcome indicators, data collection methodologies, and cross-cutting metrics.
  • Lead methodological innovation, including mixed-methods and participatory approaches.
  • Ensure integration of cost analysis, cost-effectiveness, and return-on-investment (ROI) approaches into evaluations and portfolio assessments.
  • Oversee data analytics, visualization, and reporting functions, including dashboards and products developed using SPARK (Salesforce).
  • Establish and enforce quality assurance standards across all deliverables, ensuring compliance with DoS requirements, Section 508 accessibility standards, and DoS style guidance.
  • Provide technical oversight and mentoring to field-based MEL teams, ensuring consistency and methodological rigor across countries and sectors.
  • Ensure compliance with DoS MEL policies (18 FAM 301.4).
  • Oversee preparation and quality assurance of key deliverables, including quarterly data calls, portfolio assistance reports, annual summaries, APR support, and responses to OIG, GAO, and Congressional inquiries.

Minimum Education/Experience:

  • Master’s degree in economics, public policy, development studies, or related field.
  • Minimum 10 years of experience supporting foreign assistance programs, including MEL system design, evaluations, knowledge management, and strategic communications in multi-country settings.
  • Experience with data visualization and knowledge management systems.
  • Experience with cost-effectiveness, or return-on-investment (ROI) analysis.
  • Experience working with U.S. Government agencies, preferably the Department of State or similar foreign assistance programs.
  • Demonstrated sectoral expertise across one or more EUR/ACE priority sectors, including security sector assistance (e.g., law enforcement, border security, counter-narcotics, counterterrorism), economic growth and trade, energy and critical minerals, democracy and governance, public diplomacy, agriculture, or humanitarian assistance.
  • Demonstrated experience working in complex or conflict-affected environments.
  • Active Secret security clearance required prior to contract performance.
  • U.S. Citizenship required.


Preferred Experience:

  • Experience working with Department of State MEL systems, data management platforms (e.g., Salesforce/SPARK).
  • Experience in Ukraine.
  • Experience in the countries of Central Asia, Eurasia, Balkans, and/or Greenland.

Work environment: The position is based in Kyiv, Ukraine, with responsibility for technical oversight across regional MEL teams.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position has supervisory responsibilities (oversight of multidisciplinary MEL teams).

Travel: In-country and regional travel required.

Our commitment includes conducting a comprehensive salary analysis that considers individual skill sets, qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $134,000 - $180,000 USD annually
