 Senior M&E (MEL) Specialist

IBTCI specializes in monitoring, evaluation, research, and learning (MERL) and institutional support across many areas and sectors including, but not limited to, conflict and crisis, democracy and governance, agriculture, economic growth, food security, education, environment, and global health.

Job Title: Senior M&E (MEL) Specialist (4 positions)

Department: Monitoring, Evaluation, Research, and Learning

Location: Two of these positions will be based in Kyiv, Ukraine, and two will be based in other EUR/ACE priority countries, potentially Armenia, Moldova, Azerbaijan, or Tajikistan.

Type: Long-term (Full-time)

Classification: Exempt

Citizenship: U.S. Citizen

Security Clearance Required: Ability to obtain Secret clearance.

Overview: IBTCI is seeking Senior Monitoring, Evaluation, and Learning (MEL) Specialists to support the technical implementation of MEL activities, including monitoring systems, evaluations, capacity building, and partner engagement across EUR/ACE countries under an upcoming large-scale MEL support contract for the U.S. Department of State.

General Duties and Responsibilities:

The Senior M&E Specialist will:

  • Support design and implementation of project-level MEL systems.
  • Support development and refinement of theories of change, logic models, Performance Management Plans (PMPs), indicators, and Performance Indicator Reference Sheets (PIRS).
  • Conduct Third-Party Monitoring (TPM) activities, including verification of partner-reported data and collection of beneficiary feedback.
  • Conduct Data Quality Assessments (DQAs) for key outcome indicators and prepare data quality reports and recommendations.
  • Conduct evaluations and outcome assessments using mixed methods.
  • Support baseline studies, surveys, and data collection activities.
  • Deliver training, mentoring, and technical assistance to implementing partners to strengthen MEL systems and data use.
  • Contribute to preparation of monitoring reports, situational briefs, and inputs to portfolio-level reports and dashboards.
  • Support aggregation and synthesis of project-level data to inform portfolio-level and thematic analyses.
  • Ensure compliance with DoS data governance, privacy, and security requirements, including handling of PII data.
  • Support quarterly data calls, including data collection, validation, and submission into the SPARK/Salesforce system.
  • Support preparation of inputs for APRs, PPRs, and responses to OIG, GAO, and Congressional data requests.
  • Ensure compliance with DoS MEL policies (18 FAM 301.4).

Minimum Education/Experience:

  • Master’s degree in economics, statistics, international development, or related field.
  • Minimum 7 years of experience in monitoring and evaluation.
  • Experience with MEL systems, indicators, and data collection.
  • Experience with data processing and visualization tools.
  • Experience in international development programs.
  • Strong analytical and reporting skills.
  • Experience working with U.S. Government agencies, preferably the Department of State or similar foreign assistance programs.
  • Demonstrated sectoral expertise across one or more EUR/ACE priority sectors, including security sector assistance (e.g., law enforcement, border security, counter-narcotics, counterterrorism), economic growth and trade, energy and critical minerals, democracy and governance, public diplomacy, agriculture, or humanitarian assistance.
  • Demonstrated experience working in complex or conflict-affected environments.
  • Ability to obtain Secret clearance.
  • U.S. Citizenship required.

Preferred Experience:

  • Experience supporting portfolio-level analytics, meta-evaluations, or cross-sector data synthesis.
  • Experience supporting Third-Party Monitoring (TPM), DQAs, and field-based verification activities.
  • Experience working with data systems such as Salesforce/SPARK or similar platforms.
  • Experience in Ukraine.
  • Experience in the countries of Central Asia, Eurasia, Balkans, and/or Greenland.

Work environment: Two of the positions are based in Ukraine (Kyiv), and the other two are based in the EUR/ACE region (Armenia, Azerbaijan, Moldova, Tajikistan, or another location).

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Travel across Ukraine and the EUR/ACE countries required.

Pay Transparency Statement: We are dedicated to ensuring a thoughtful, compliant, and equitable approach to employment compensation. Our commitment includes conducting a comprehensive salary analysis that considers individual skill sets, qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $134,000 - $150,000 USD annually.
