About IBTCI and the Assignment

Integrated Business & Technical Consultants, Inc. (IBTCI) is a global consulting firm that helps government agencies, international organizations, and other partners address complex development challenges. IBTCI will implement its portion of STRIDES Fiji in partnership with The Pacific Community (SPC) and in coordination with FHI 360, Fiji’s Ministry of Health and Medical Services (MHMS), Fiji Centre for Disease Control (Fiji CDC), and other national and regional partners.

Working under the supervision of the Digital Health Systems and Surveillance Lead / Team Lead, the Data Analyst will organize, consolidate, analyze, and synthesize documentary, qualitative, survey, workflow, and technical evidence generated under the tasks below. The Analyst will maintain a coherent evidence base across assessments and consultations and convert inputs from the Team Lead, Lab Information Systems Officer, Laboratory and IT Systems Specialist, stakeholders, and existing records into traceable findings, tables, summaries, action items, and draft deliverable content.

Key Responsibilities

· Work under the Team Lead’s direction and coordinate closely with the Lab Information Systems Officer, Laboratory and IT Systems Specialist, IBTCI project management, MEL, and quality-review personnel.

· Contribute to the delivery of the following four tasks:

o Task 1 – LIMS Integration with Surveillance Systems: Assessment of the current LIMS landscape (Senaite and STARLIMS) – data formats, coding standards, export capability, and state of any existing LIMS-to-surveillance data exchange. Definition of a common minimum dataset and exchange standard for laboratory results with the Fiji CDC surveillance unit and emergency operations center (EOC). Drafting and updating of data-sharing agreements and policies between laboratories, the Fiji CDC surveillance unit, and EOC.

o Task 2 – Review Digital Systems and SOPs for Outbreak Response: Document inventory and desk review of existing SOPs, guidelines, and project reports relevant to digital-system use for outbreak response, including current PATIS+ and STARLIMS documentation. Key informant interviews with MHMS, Fiji CDC, MoA, BAF, and prior implementers (DFAT, WHO, SPC), including PATIS+ and STARLIMS system owners. User-perception survey across Tamanu, Senaite, Tupaia, PATIS+, and STARLIMS operator groups. Data-flow mapping across Tamanu / PATIS+ (clinical), Senaite / STARLIMS (laboratory), and Tupaia (visualization), including interface points and points of duplication. Synthesis and drafting of the review report with findings and recommendations. Stakeholder validation, revision, and finalization of the review report.

o Task 3 – Host Technical Working Group (TWG) Meetings for Digital Systems Action Plan: Confirmation of TWG composition and endorsement of Terms of Reference by MHMS and Fiji CDC. TWG inception meeting – preparation, facilitation, and minutes. Action-plan development workshops (two facilitated working sessions). Roadmap drafting, technical review, and partner consultation.

o Task 4 – Improve SOPs for Tamanu and Senaite: Gap analysis and prioritization of SOPs and job aids across the three systems. Drafting and review of SOPs for Tamanu (clinical / EMR) outbreak-response workflows. Drafting and review of SOPs for Senaite (LIMS).

· Establish and maintain an organized repository and document register covering relevant SOPs, policies, system documentation, project reports, interview and meeting records, survey data, workflow maps, technical inputs, and draft products.

· Consolidate evidence from desk reviews, key informant interviews, facility consultations, user-perception activities, Technical Working Group meetings, and specialist assessments; identify recurring themes, inconsistencies, gaps, and items requiring verification.

· Clean, code, tabulate, and summarize available structured or semi-structured data using appropriate spreadsheet or analytical tools; document all transformations, assumptions, missing data, and quality limitations.

· Support analysis of system inventories, workflows, interfaces, duplication, manual workarounds, user attitudes, data-governance arrangements, technical constraints, and priority actions across surveillance systems.

· Prepare concise tables, charts, dashboards, issue summaries, evidence maps, and presentation-ready exhibits when these improve interpretation.

· Consolidate specialist inputs into logically structured draft sections for the LIMS assessment, digital-systems review report, Technical Working Group report, action plan, roadmap, SOP gap analysis, and related milestone products.

· Perform completeness, consistency, cross-reference, and basic data-quality checks across draft deliverables, annexes, tables, acronyms, terminology, recommendations, and supporting evidence before quality review.

· Protect confidential or sensitive health and stakeholder information; apply agreed access, de-identification, storage, transfer, and retention procedures; promptly escalate missing, contradictory, or unreliable evidence to the Team Lead.

Contribution to Main Deliverables

· Task 1 (LIMS Integration with Surveillance Systems): Data-sharing agreements drafted.

· Task 2 (Review Digital Systems and SOPs for Outbreak Response): A report on current implementation and attitudes toward digital systems completed.

· Task 3 (Host TWG Meetings for Digital Systems Action Plan): TWG meeting reports and digital systems action plan completed.

· Task 4 (Improve SOPs for Tamanu and Senaite): SOPs and Job Aids reviewed, SOPs for Tamanu and Senaite improved/developed.

Required Qualifications

· Bachelor’s degree in data analytics, statistics, information management, health informatics, public health, monitoring and evaluation, social science, information systems, or a closely related field.

· At least 5 years of experience in data analysis, evidence synthesis, research or assessment support, information management, or technical-report production.

· Demonstrated ability to consolidate large volumes of documentary, qualitative, survey, meeting, and technical evidence into accurate matrices, summaries, findings, recommendations, and draft report content.

· Strong proficiency with Microsoft Excel or comparable tools for data cleaning, validation, coding, tabulation, and visualization; experience with analytical, dashboard, or database tools is advantageous.

· Experience supporting mixed-method assessments, stakeholder consultations, interviews, surveys, and/or workshops, and synthesizing findings across multiple sources.

· Excellent English analytical writing, editing, organization, attention to detail, and communication skills, including preparation of clear tables, charts, briefs, presentations, and report annexes.

· Understanding of data confidentiality, secure handling, de-identification, access control, and responsible use of sensitive health or stakeholder information.

· Ability to meet short deadlines, manage concurrent inputs, work constructively with technical specialists, and travel within Fiji when required.

Preferred Qualifications

· Experience working with government health or laboratory systems in Fiji or the Pacific region.

· Familiarity with SENAITE, STARLIMS, or comparable LIMS platforms.

· Experience with qualitative coding software, Power BI or another visualization platform, KoboToolbox or another survey platform, and collaborative document-management tools.

· Experience in donor-funded projects.

Working Environment and Conditions

The consultancy is primarily remote, with stakeholder engagement and possible travel within Fiji, including participation in government offices, workshops, health facilities, laboratories, or other field settings. The Analyst must work independently under the Team Lead’s supervision, coordinate across Fiji and U.S. time zones, manage multiple inputs and deadlines, and handle sensitive project information appropriately. The initial assignment is expected to run from August through December 2026, with a possible extension subject to satisfactory performance, continued project need, funding, and written agreement. Final level of effort, authorized travel, compensation, and contractual terms will be established in the consultant agreement.

Working Environment: Work is typically performed in an office environment, with some time spent in the field.

Travel: Travel within Fiji required.
